Herunder mit bud på at lukke sagen med et diplomatisk svar. Der er INGEN grund til at begive sig ud i udenlandske lovsæt og §§. Det er jo "bare" et billede af en DSB damper Men en hovedregel må være, at man på danske sider anvender dansk lov og ret.

I feel that before we proceed with your submitted image of the DSB P Class no. 9XX, I should explain the rules under which my pages operate according to Danish law, as well as the rules I, as Webmaster and owner of the internet domains, have set for use.
The rules apply to this page about Danish railway history (Jernbanehistorisk forum), the page about today's Danish railways (Jernbanen.dk forum - index), the page about model railways (Signalposten forum) and finally the original main page with images (Danish railways rolling stock through the ages).
All the pages operate as a non-profit organization and therefore no payment is made for images submitted by photographers, archives, museums, railway enthusiasts, collectors, etc., who offer images in connection with the history for which they are made available.
Therefore, the pages have gained recognition among users as a historically credible source and where images are not misused for the purpose of making a profit.
The pages of course operate under Danish law, here "Copyright Act" with regard to publishing images. You should know that most images taken before 1970, cf. §70 of the Copyright Act, revoke the normal protection on images and can therefore be made public with the rules that apply to this, including if known the photographer's name and any archive.
This rule applies to images in Danish archives, unless otherwise noted. I am not aware of what applies to images photographed by foreign photographers and located in foreign archives and used on Danish internet pages.
So, if you still are interested in having the image displayed on this page, of course with the photographer's name - if known - and the name of your archive, you are very welcome. If this cannot be accepted, I do not see a further collaboration possible
